STOGURSEY PARISH COUNCIL

MINUTES OF THE MEETING HELD ON TUESDAY 8th MARCH 2022.

Held at the Youth Club, Victory Hall, Stogursey.

PRESENT:

Cllr Chris Morgan (Chair), Cllr Sue Goss (Vice Chair), Cllr Rebecca Calvert, Cllr Helga Staddon,  Cllr Eileen Chave, Cllr Chris Ford, Cllr Jenny Ody, Cllr Susan Jones and Cllr Timothy Kaye.

In attendance: Richard Wand, Parish Clerk, and 3 members of the public.

 

PRESENTATION

The Village Agents, Izzy Silvester and Ruth Wake gave a short presentation on their work within the parish. In concluding it was suggested that the Parish Council might support, by way of an ear marked parish grant, the West Somerset Crisis Fund. This would enable support to be given to those in dire need within the parish

 

PUBLIC FORUM

A member of the public raised concerns over conflicting advice given regarding funding of the Youth Club and sought clarity over the requirements for Parish Council funding.

21/176              MINUTES OF THE PARISH COUNCIL MEETING HELD ON 8th FEBRUARY 2022:

The draft minutes of the last parish council meeting were proposed by Cllr Calvert seconded by Cllr Ford   were unanimously AGREED for signature by the Vice Chairman as a true and accurate record of the previous meeting.

21/177              DECLARATIONS OF INTEREST AND DISPENSATIONS:

No further declarations of Interest and / or dispensations in addition to those already declared and available for public inspection on the Somerset West and Taunton Council website.

  • COUNTY COUNCILLOR’S REPORT

CCllr Hugh Davies gave a verbal update on the written report he had submitted, which had been circulated.

 

  • DISTRICT WARD COUNCILLOR’S REPORT

Cllr Morgan gave an update on the district council budget and the initial work being done on a Local Community Network. He also updated on a recent NuLeaf meeting.

  • REVIEW OF LONG-TERM ACTION LIST
    Paddons Farm; building work ongoing, Storm Eunice had brough down a tree within the Compound area.

S106-CIL and Public Space Protection Order are probably issues to be pursue with the Unitary Council.

St Andrew’s Well, suggested that there maybe some documentation within the County Records.

Highways, the Clerk was reporting ongoing issues online using the new system.

  • HINKLEY POINT POWER STATION

The Vice Chairman reported that the Main Site Forum had discussed the increase in stockpile heights and new compounds. Data on the stockpile heights was being provided by NNB, but SWTC are seeking regular updates. The proposed changes to the DCO Non material change were expected to be consulted on soon

Storm Eunice had caused a shut down due to it leaving salt deposits on the sub station

There is some hope that as part of legacy arrangements that the Parish Lengthsman scheme will be funded.

 

  • FINANCE
  1. The list of invoices for payment and monies received, (Appendix 1) and the Financial Statement (Appendix 2) had been forwarded to members before the meeting and are attached to these minutes.
  2. The Financial Statement was noted, the Invoices for payment were proposed for acceptance by Cllr Goss and seconded by Cllr Ford the resolution was carried unanimously. All payments will all be made online, by cheque or by debit card. ACTION: Clerk
  3. The Council unanimously resolved to the Virement of funds between budget head
    £200 from Audit to Hall Hire
    £1500 from Grounds & Maintenance to Clerks Salary
    £100 from Grounds & Maintenance to Training
  1. Opening up Safely and Reconnecting Communities, grant had been submitted, no further applications had been received. The Clerk reported that the application for further funding under the Part 3 of the Fund (£2, 500) had been successful.

 

  • MEETING REPORTS
    a) Neighbourhood Plan Working Group Update: The Survey had closed with a total of 62 responses (59 online, 3 paper), a poor level given the number of residents. The unspent External Funding had to be returned by 31.3.22, but a decision had to be reached on the future of the group and the work due to the low response. There maybe an opportunity for a small single policy document to be produced. The Group were to be consulted and a decision on the future of the project would need to be reached at a future meeting. Anne Rhodes (SWTC) advice was to be sought.
  1. b) Unitary Council for Somerset Update: No real progress to report as work as previously reported is continuing. The Structural Change Order is due to be resolved on 18.3.22 by the Government. The online session with neighbouring parishes was reported on to the meeting.

  • CORRESPONDENCE

The circulated list was noted.
a) Stogursey Youth Club – Clarification on opportunities for grant funding from the Parish Council was to be given to the member of the public by the Clerk.

  1. b) Local Heritage List any suggestions for listing were to be passed to the Clerk with full details as per the process outlined in the documentation circulated.
  2. c) Road Closure Burgage Road, Stogursey 23-26.3.22 for Wessex Water work was discussed. Social media and website updates will be done prior to the work commencing.
  3. d) Defibrillator Training – suggestion of dates and venues were discussed. Cllr Jones to be consulted over the use of St Peters Church.
  • ENHANCEMENTS

To receive and update on the Growing for Health and Well-Being Project. The planters had arrived and were being stored prior to installation. A local volunteer had agreed to take on the Shurton planter. Work was to commence on the vacant allotment plot.

      

  • HIGHWAYS ISSUES

There were no further issues to discuss.

 

  • PUBLIC RIGHTS OF WAY

Cllr Jones had updated the Clerk on a recent meeting of eth Commoners with Andrew Goodchild regarding the proposed bridleway on Catsford/Wall Commons.
