STOGURSEY PARISH COUNCIL

MINUTES OF THE MEETING HELD ON TUESDAY 14th JUNE 2022.

Held at the Youth Club, Victory Hall, Stogursey.

PRESENT:

Cllr Chris Morgan (Chair), Cllr Sue Goss (Vice Chair), Cllr Chris Ford, Cllr Susan Jones Cllr Scott Nurton, Cllr Allan Searle B.E.M. and Cllr Timothy Kaye.

In attendance: Richard Wand, Parish Clerk, CCllr H Davies and CCllr R Woods and 1 member of the public.

 

PUBLIC FORUM

A member of the public raised comments regarding the planning application in respect of The Babbling Brook Inn “pods” over parking.

 

22/15 APOLOGIES FOR ABSENCE:

22/16  MINUTES OF THE PARISH COUNCIL MEETING and of The ANNUAL PARISH MEETING both held on 17th May 2022:

The draft minutes of the last parish council meeting and the Annual Parish Meeting were proposed by Cllr Ford seconded by Cllr Searle were unanimously AGREED for signature by the Vice Chairman as a true and accurate record of the previous meeting.

 22/17   DECLARATIONS OF INTEREST AND DISPENSATIONS:

No further declarations of Interest and / or dispensations in addition to those already declared and available for public inspection on the Somerset West and Taunton Council website.

  • UPDATE FROM SOMERSET COUNCILLORS
    CCllr Woods read her previously circulated written update to the meeting and took a question on bus service provision
    CCllr Davies commented on extracts from his previously circulated written report

  • UPDATE FROM DISTRICT COUNCILLOR
    Cllr Morgan thanked all those involved in the Platinum Jubilee celebrations for their hard work. He updated on a recent NuLeaf meeting which had highlighted the August 22 shut down of HP “B”
  • REVIEW OF LONG-TERM ACTION LIST
  • Paddons Farm land Transfer – No update
  • St Andrew’s Well, Cllr Kaye queried why the Parish Council were not taking responsibility for it and why not seek money from the Fairfield Trust to carry out work. Cllr Goss stressed that the walls of the structure appear in need of repair, but the Parish Council should not be taking the responsibility, through a further inspection.

The Clerk queried if the Parish Council was clear what it was that actually needed addressing as there is no inspection, report or survey outlining the issues or costings.

  • The meeting agreed to delete – Riparian Owners issues, Highways issues, Queens Platinum Jubilee
  • Bus Back Better, Cllr Ody gave an update on the reducing services across the County due to the poor funding settlement.

 

  • HINKLEY POINT POWER STATION

The Vice Chairman reported that HPC are to make an application for the storage of hazardous material, as they need to store all sorts of such material for operations.  A recent meeting with HPC had stressed that it was no different to all power stations, such as fuel oil, cleaning chemicals etc. The DCO does not cover them, and a separate application will be made shortly.

Work is ongoing in relation to the Car Parking initiative which the Parish should see £75K allocated by EdF. Meetings are being held to review the Victory Hall car park could be expanded and how that could be regulated. The County Council are seeking evidence from the Parish Council on inappropriate parking, a peak survey also needs to be undertaken on High Street/Burgage Road, Stogursey. Information on fly parking, views of the Community Safety Officer and community tensions around parking. Hopefully the work will provide the Parish with increased parking capacity for the future.

  • FINANCE
  1. The list of invoices for payment and monies received, (Appendix 1) and the Financial Statement (Appendix 2) had been forwarded to members before the meeting and are attached to these minutes.
  2. The Financial Statement was noted. It was resolved unanimously that the Invoices for payment were to be settled. All payments will all be made online, by cheque or by debit card. ACTION: Clerk
  3. The meeting resolved to approve the Annual Governance Statement 2021/2022 (Section 1 AGAR), the Chairman and Clerk signed the form.
  4. The meeting resolved to approve the Annual Accounting Statement 2021/2022 (Section 2 AGAR), the Chairman signed the form.
    The publication of the notice of public rights of inspection and the period of 20th June to 29th July was also noted by the meeting.
  5. Opening up Safely and Reconnecting Communities.

A Grant application had been received from the Friends of Stogursey School for a grant for £500 in respect of a function on July 3rd 2022. The Parish Council resolved by a majority to issue the grant as requested. ACTION: Clerk

 

  • MEETING REPORTS
    a) Unitary Council for Somerset Update: The notes of recent Clerks update meeting had been circulated and were noted.
  1. b) Housing Needs Survey Focus group: There had been no meeting since the last Council update was given. The papers for a further meeting the next day had been circulated and points from them were highlighted by the Vice Chairman.

  • CORRESPONDENCE

The circulated list was noted.
a) A date for a visit to HPC was still to be arranged.

  1. b) William Paulett Charity Accounts for the previous year had been circulated and were noted.
  2. c) Farringdon Hill Lane, County Highways had updated the Clerk that they were seeking advice on this matter was noted.

 

  • ENHANCEMENTS

Cllr Staddon updated on the ongoing work in relation to the planters on The Gravel and the impending replacement of the one at the entry to Shurton from the C182.

Following a discussion on benches Cllr Staddon agreed to bring an agenda item to the next meeting to resolve the purchase of a bench for The Gravel and circulate options for benches for the parish.

The weed growth on The Gravel and in the Old Pound was highlighted as in need of attention, which members felt a Working Party could address ahead of spraying.

 

  • HIGHWAYS ISSUES

The Chairman highlighted issues at Shurton Road junction with C182 where an expanded protest camp had been established since Thursday 9th June, rather than usual low-level protest on a full moon day. The parking of vehicles, awnings, tents and numerous banners and flags causing a hazard and distraction for drivers at what can be a busy junction. It was resolved by majority, with one abstention, to write to Highways and copy to the Police to seek as a matter of urgency the removal from the enlarged camp from the junction. ACTION: Chairman/Vice Chairman/Clerk

 

  • PUBLIC RIGHTS OF WAY

A new area warden was due to visit Stolford to review the issue on the Common with the electric fence but had not done so as yet.

 

  • PLANNING APPLICATIONS AND DECISIONS:

Cllr Ody reported on current matters:

  2. a) 3/32/22/010 on The Babbling Brook, Shurton Road, Stogursey, TA5 1QE Change of use of land with siting of 3 No. non-permanent pods for year around holiday let. It was resolved to object, highlighting errors in the documentation, traffic and parking issues and concerns over year-round use
  3. b) 3/32/22/011 Siting of mobile home for occupation as temporary HPC worker accommodation with formation of hardstanding (retention of works already undertaken) Idson Farm, Idson Lane, Stogursey, TA5 1TR. It was resolved to object as this was not a temporary siting, not in keeping with the surrounding area and not inline with the policy on HPC worker accommodation.
  4. c) 3/32/22/012 Erection of an agricultural livestock building Steyning Manor, Cockwood, Stogursey, TA5 1RQ. It was resolved to have no objection.
  5. d) SCC/3946/2022 Proposal: Installation of plant and equipment associated with Building 49 and Building. Resolved to make no comment on the application.

ACTION: Clerk to forward responses.
