             STOGURSEY PARISH COUNCIL

MINUTES OF THE MEETING HELD ON TUESDAY 8th NOVEMBER 2022.

Held at in the Lord St Audries Room, Victory Hall, Stogursey.

PRESENT:

Cllr Chris Morgan (Chair), Cllr Sue Goss (Vice Chair), Cllr Chris Ford, Cllr Susan Jones, Cllr Jenny Ody,

Cllr Helga Staddon, Cllr Scott Nurton, and Cllr Allan Searle B.E.M.

In attendance: Richard Wand, Parish Clerk, CCllr R Woods and 3 members of the public.

 

PRESENTATION

Mike Davies and Tom Tremlett gave a presentation and answered questions on the decommissioning of HP “B” station and the various steps from now through to the year 2105.

Gillian Burnell and David Woodcock gave a presentation on the National Grid Hinkley Connection works commencing in Wick/Stolford realigning and erecting 16 new towers and removing 16 old ones from the old route to the sub station.

PUBLIC FORUM

A resident commented on the application for a grant to fund the Youth Club.

22/82  MINUTES OF THE PARISH COUNCIL MEETING held on 11th October 2022:

The draft minutes of the last parish council meeting had been circulated. They were proposed by Cllr Goss seconded by Cllr Ford and were unanimously AGREED for signature by the Chairman as a true and accurate record of the previous meeting.

 22/83  DECLARATIONS OF INTEREST AND DISPENSATIONS:

No further declarations of Interest and / or dispensations in addition to those already declared and available for public inspection on the Somerset West and Taunton Council website.

  • CO-OPTION OF PARISH COUNCILLOR
    The Chairman proposed Gregor Millar be co-opted, which was unanimously agreed. Cllr Millar signed the declaration of acceptance of office, which was witnessed by the Clerk and joined the meeting.

The Chairmans asked that members and the Clerk continue to advertise for another candidate.

  • UPDATE FROM SOMERSET COUNCILLORS
    CCllr Woods and CCllr Davies updates had been previously circulated to the members were noted. CCllr Woods highlighted the issue of the adult social care budget..
  • UPDATE FROM DISTRICT COUNCILLOR
    Cllr Morgan highlighted that the Local Government Reform meetings held fortnightly are not sharing essential information regarding the forthcoming changes.

 

  • REVIEW OF LONG-TERM ACTION LIST
  • Paddons Farm land transfer – Still no update from SWTC, John Burton has been asked to assist.
  • HINKLEY POINT POWER STATION

The Vice Chairman referred to the presentation given and that the process of decommissioning was now underway and that helped explain the various stages over the next century.

FINANCE

  1. The list of invoices for payment and monies received, (Appendix 1) and the Financial Statement (Appendix 2) had been forwarded to members before the meeting and are attached to these minutes.
  2. The Financial Statement was noted. It was resolved unanimously that the Invoices for payment were to be settled. All payments will all be made online, by cheque or by debit card. ACTION: Clerk
  3. An application for a grant for £500 for the Friends of Stogursey School Fireworks event was debated and it was unanimously agreed to award the full grant as requested. ACTION: Clerk
  4. An application to provide Youth Club services from Stogursey Youth Club CIC was debated and it was unanimously resolved to award a grant of £2441.04p for service provision to 31.3.2023. ACTION: Clerk
  5. e) The Parish Council following a lengthy debate on various options resolved by a majority to set the annual budget for 2023/2024 as £31,425, an increase of 2% from the current year.

 

MEETING REPORTS
a) Unitary Council for Somerset Update: The notes of recent Clerks update meeting had been circulated and were noted.

  1. b) Housing Needs Survey Focus group: There had been no meeting since the last Council meeting.
  2. c) Parking issues. A representative of Magna Housing had visited and had discussed the possible options for the land at Vicarage Road and Burgage Road. The Chairman had been in contact with Andy Coupe regarding a response from Highways, but no liaison had been established between all the parties.

The continued parking of a coach on Burgage or Vicarage roads, continued to cause comment and it was resolved that the Clerk was to write to Ridlers Coaches asking for the vehicle to be parked in a more suitable location.

CORRESPONDENCE

  1. Fire Service consultation, individual responses were considered appropriate.
  2. Hinkley Point B Decommissioning, individual responses were considered appropriate.
  3. Somerset Parish Council Code of Conduct. Members unanimously resolved to adopt the code of conduct.

 

ENHANCEMENTS

  1. Cllr Staddon had met with the Clerk and a contractor in the Allotments to obtain a further quote for work to the raised bed inline with the grant funding. This matter was to be resolved at the next meeting.
  2. In relation to the Old Pound it had been cleared as much as possible, thanks to the Lengthsman who also removed the arboreal debris.

HIGHWAYS ISSUES

The Chairman had reported several potholes to the County Highways for action.

The Police have raised an issue with the proposed use of a Speedwatch site at RVP 4 that the restriction signs on Culver Street are defective and need replacing. SCC Highways have been chased for action.

PUBLIC RIGHTS OF WAY

Cllr Jones reported that some updated walk leaflets had been produced and it was considered that they could be usefully placed in public buildings across the parish .

Appendix B to the agenda was noted

  1.       ii)   New Applications
  2. a) 3/32/22/029 Erection of a general purpose agricultural building with insertion of hardcore to access track on Little Lukes Farm, Shurton Lane, Stogursey, TA5 1QL PROW officer had raised issues, which it was felt should be addressed otherwise no objection.

ACTION: Clerk to forward response.
