STOGURSEY PARISH COUNCIL
MINUTES OF THE MEETING HELD ON TUESDAY 10th JANUARY 2023.
Held at in the Quantock Room, Victory Hall, Stogursey.
PRESENT:
Cllr Chris Morgan (Chair), Cllr Sue Goss (Vice Chair), Cllr Chris Ford, Cllr Susan Jones, Cllr Jenny Ody,
Cllr Helga Staddon Cllr Scott Nurton Cllr Allan Searle B.E.M, and Cllr Gregor Millar, who joined after item 9 (c).
In attendance: Richard Wand, Parish Clerk and 2 members of the public.
PUBLIC FORUM
A resident spoke raising concerns over the speed of vehicles through Shurton. They were assured that work was being done to authorise a new check point for the use of the Speedwatch team, subject to signage being replaced by Somerset Highways.

22/116 MINUTES OF THE PARISH COUNCIL MEETING held on 13th December 2022:
The draft minutes of the last parish council meeting had been circulated. They were proposed by Cllr Ford seconded by Cllr Staddon and were unanimously AGREED for signature by the Chairman as a true and accurate record of the previous meeting.
22/117 DECLARATIONS OF INTEREST AND DISPENSATIONS:
No further declarations of Interest and / or dispensations in addition to those already declared and available for public inspection on the Somerset West and Taunton Council website.
- CO-OPTION OF PARISH COUNCILLOR
No nominations for consideration.
- UPDATE FROM SOMERSET COUNCILLORS
CCllr Woods and CCllr Davies written updates had been previously circulated to the members were noted. CCllr Woods highlighted the forthcoming meeting to discuss LCNs, details of which had been circulated that evening by the Clerk. - UPDATE FROM DISTRICT COUNCILLOR
Cllr Morgan highlighted that the new unitary council would commence in 98 days, when the district and county councils merge, though many issues were still to be resolved.
- REVIEW OF LONG-TERM ACTION LIST
Paddons Farm land transfer – Strongvox had supplied a written report regarding the trees on the two patches of land. This had been forwarded to the District Council. Otherwise no update.
- HINKLEY POINT POWER STATION
The Vice Chairman reported that HP B and C had confirmed that the CCTV systems used were not of the type raising concerns. As yet there had been no reply from the A station. HPC had shared Police data showing that the 85th percentile speed surveyed in the 60 mph limit was 54mph from over 40k vehicle movements. HPC are again pursing an amendment to remove the requirement to install a acoustic fish deterrent.
- FINANCE
- The list of invoices for payment and monies received, (Appendix 1) and the Financial Statement (Appendix 2) had been forwarded to members before the meeting and are attached to these minutes.
- The Financial Statement was noted. It was resolved unanimously that the Invoices for payment were to be settled. All payments will all be made online, by cheque, direct debit or by debit card. ACTION: Clerk
- The third quarter Budget Monitoring Statement had been circulated with the agenda papers and was noted.
- MEETING REPORTS
a) Unitary Council for Somerset Update: Covered earlier.
- Housing Needs Survey Focus group: There had been no meeting since the last Council meeting.
- Parking issues. The Chairman reported he had updated those residents who had participated in this matter on the lack of support from Highways and the substantial costs involved. The Parish Council considered how to prioritise the funding from the Rural Parking Fund, Victory Hall and Paddons Farm being the only available options. Relocating the allotments from Burgage Road to create additional parking was not considered to be a viable option. The Clerk was asked write to the Trustees of the Victory Hall Committee to seek their proposals for the use of their parking areas to enable funding to be drawn down from the Fund. ACTION: Clerk

- ENHANCEMENTS
Cllr Staddon reported that the works had commenced in the allotments.
The Chairman thanked all those who assisted in the Christmas Tree erection and lighting installation on The Grave l for the Christmas period. He hoped that some younger volunteers would come forward to assist.
- HIGHWAYS ISSUES
The Chairman highlighted that several areas had been resurfaced to resolve potholes and that landowners had been addressing hedging issues across the Parish. The damage to Newnham Bridge parapet had been reported but concerns were expressed that Somerset Highways were not pursing a repair at this time.
- PUBLIC RIGHTS OF WAY
Cllr Jones reported an incident in relation to access on Wick Moor and the follow up Police action. The Clerk advised that the issue was not within the powers of the Parish Council and should be addressed by the PROW team of Somerset County Council and the Police.
Concerns were raised over the state of the fencing adjoining the footpath between the BRPA and Northfield Close. The Chairman advised that the matter should be addressed to Magna Housing.
- PLANNING APPLICATIONS AND DECISIONS:

- ii) New Applications;
- a) ABD/32/22/003 Prior approval for change of use of agricultural building into 1 No. dwelling house (Class C3) and for associated operational development – Wood Barn, Stogursey – Site visit had been done and no objections were raised.
