STOGURSEY PARISH COUNCIL

MINUTES OF THE MEETING HELD ON TUESDAY 11th JANUARY 2022.

Held at the Victory Hall, Stogursey.

PRESENT:

Cllr Chris Morgan (Chair), Sue Goss (Vice Chair), Cllr Rebecca Calvert, Cllr Eileen Chave, Cllr Chris Ford, Cllr Jenny Ody, Cllr Susan Jones, Cllr Timothy Kaye, Cllr Helga Staddon and Cllr Steve O’Driscoll.

In attendance: Richard Wand, Parish Clerk, and 5 members of the public.

 

PUBLIC FORUM

The Housing Needs Survey initial results information, which had been circulated to members, was presented to the meeting by the Clerk. A further presentation of the final report should be done at the next meeting.

 

The planned development on the Tanyard, Castle Street was commented on by a member of the public.

Two residents commented on Burton Springs and the amenities provided.

21/144            MINUTES OF THE PARISH COUNCIL MEETING HELD ON 14th DECEMBER 2021:

The draft minutes of the last parish council meeting were proposed by Cllr Ford  seconded by Cllr Ody     were unanimously AGREED for signature by the Chairman as a true and accurate record of the previous meeting.

21/145            DECLARATIONS OF INTEREST AND DISPENSATIONS:

No further declarations of Interest and / or dispensations in addition to those already declared and available for public inspection on the Somerset West and Taunton Council website.

  • COUNTY COUNCILLOR’S REPORT

CCllr Hugh Davies had supplied a written report, which had been circulated.

 

  • DISTRICT WARD COUNCILLOR’S REPORT

The Chairman gave an update on several matters:

SWTC are rearranging meeting to February 2022 and querying how the Planning Department for the new     Somerset Council might be handling applications from 2023.

  • REVIEW OF LONG-TERM ACTION LIST
    There were no updates on any of the outstanding items listed.

 

  • HINKLEY POINT POWER STATION

The Vice Chairman reported that following Peter Evan’s retirement that Mark Davis is in charge and defueling will commence in July 2022. Permission has been granted for the alterations to the storage of LLW and other minor matters on A Station.

Further Abnormal Load training runs are due this month, the running of these having been queried. Several queries over the closure of the C182 overnight for patch works has clarified the situation as publicised, with no HGV movements after 1800 that week.

There have been many meetings with EdF and HPC over car parking in the parish and there is every hope that money will be coming for work at the Victory Hall for additional parking spaces for use by residents and a long-standing legacy.

 

  • FINANCE
  1. The list of invoices for payment and monies received, (Appendix 1) and the Financial Statement (Appendix 2) had been forwarded to members before the meeting and are attached to these minutes.
  2. The Financial Statement was noted, the Invoices for payment were proposed for acceptance by Cllr Ody and seconded by Cllr Goss. The resolution was carried unanimously. All payments will all be made online or by debit card. ACTION: Clerk
  3. The Clerk reported that there was an opportunity for a further applications for grant funding from the Opening Up Safely and Reconnecting Communities Fund Part 3 for support up to 30.9.22 as administered by SALC by 31.1.22, details of which had been circulated. Cllr Staddon proposed, seconded by Cllr O’Driscoll that the parish council resolve to make an application for £2,500, which was unanimously carried. ACTION: Clerk
  4. The meeting received and noted the thirds quarter Budget Monitoring Report to 31.21.

 

  • MEETING REPORTS
    a) Neighbourhood Plan Working Group Update: The Survey was now live, currently six online responses had been received. Paper copies had been delivered to the Group Chairman for distribution. Posters were displayed on the noticeboards and further promotion was to follow over the coming weeks.

 

  1. b) Unitary Council for Somerset Update: The Clerk had circulated notes from a recent Clerks update on the LGR. It was agreed to work with the nearby parishes to form an appropriate Local Community Network (LCN) to discuss and progress common community issues.

  • ENHANCEMENTS
  1. To receive and update eon the Growing for Health and Well-Being Project. Cllr Staddon outlined work undertaken so far on the Project.
  2. To resolve the style and costings of replacement planters for the Parish. As proposed by Cllr Staddon, seconded by Cllr Chave it was resolved to purchase 12 dark sandstone planters to replace those on The Gravel using funding from the external grant money up to £3,500. Carried Unanimously. ACTION: Cllr Staddon, Clerk.

      

  • HIGHWAYS ISSUES

There were no further issues to discuss.

 

  • PUBLIC RIGHTS OF WAY

The Chairman highlighted concerns over the state of the footpath running from Northfields Close to the BRPA, due to fencing encroaching from an adjoining property into the footpath. It was resolved to write to the occupant to resolve the matter. ACTION: Clerk.

It was unanimously agreed that a no objection response was to be submitted as the proposals were sympathetic to the area.  ACTION: Cllr Ody, Clerk
